#4138 EmptyModlist not raised when missing attribute is deleted

For example, after a fresh install the command

ipa user-mod admin --street=

is a no-op but does not raise EmptyModlist.

Any virtual attribute that deletes attributes behind the scenes will ave the same problem.

Why is this a problem? If all you want is it gone, why do you care if it was already there or not?

Not really a problem, it's just inconsistent with any other situation where *-mod ends up not making a change.
