We need a way to create system users without the default password lockout policy, to expiring password with system users in 90 days.
As discussed on the last FreeIPA developer meeting, the reported issue affected FreeIPA system users created by user-add command. As Rob and Simo commented, host and service should be safe.

This then lower the priority. Moving back for triage, updating the description.
We may choose to do this together with #2801, a proposal for API for creating system accounts (or close as duplicate).
