#3988 duplicate error strings

The same error message is returned to users for slightly different problems which makes tracking down the source an issue. This occurs in a couple of different places in the code.

ipa_pwd_extop.c: PrincipalName not found.
ipa_pwd_extop.c: Invalid payload, failed to decode (include what wasn't decoded)
ipa_enrollment.c: Host not found
ipalib/cert.py: Failure decoding Certificate Signing Request
