#3971 With 20000+ users, adding a user to a group intermittently throws Internal server error

Description of problem:
This is a follow up of bz970541. After adding 20000 users, when using the UI to
add a user to a group, saw "internal Server Error".

Version-Release number of selected component (if applicable):
ipa-3.0.0-37.el6

How reproducible:
almost always in UI, sometimes in CLI

Steps to Reproduce:
1. Add 20000 users
2. In UI, click on ipausers or any other group to edit it
3. Add a user to this group

Actual results:
Throws Internal Server Error

Expected results:
Be able to find a user, then add it to group
