We aren't following the packaging guidelines for /etc/tmpfiles.d/ipa.conf. See https://fedoraproject.org/wiki/Packaging:Tmpfiles.d

We should at least not be marking it as config (which actually reverses a change made in 3855) and the directory is incorrect. It should be %{_prefix}/lib/tmpfiles.d/%{name}.conf
