As recommended by PKI, to prevent CS.cfg corruption, change the flow of the installer as follows:

a. configure dogtag CA
b. shut down CA
c. make CS.cfg edits
d. start dogtag CA.

ipa-3-2 needs a rebase

Moving to 3.3.x milestone and closing. 3.2 rebase is not needed.

This was just a stabilization fix of an issue which does not reproduce regularly.
