Similar to https://fedorahosted.org/freeipa/ticket/3613 but to allow user to close his own account.
The process should be manual or (if sufficient security is achieved) automatic.
We created separate milestone for tracking ideas related to FreeIPA being able to server as a identity&authentication hub for a community portal. Moving the ticket there.
