Description of problem:
The ipa help command should not fail when a client is not registered to a server.
How reproducible: Always on a non-configured/registered ipa client.
Steps to Reproduce:
Actual results:
ipa: ERROR: Client is not configured. Run ipa-client-install.
Expected results:
Show the help page.
Additional information: Tested on IPA as in RHEL 6.4.
Solving this should also solve ticket #2284: https://fedorahosted.org/freeipa/ticket/2284
