#3584 ipa help not available when client is not configured

Description of problem:

The ipa help command should not fail when a client is not registered to a server.

How reproducible:
Always on a non-configured/registered ipa client.

Steps to Reproduce:

  1. ipa help dnsrecord-add
  2. ipa help <whatever>
  3. ipa help

Actual results:

ipa: ERROR: Client is not configured. Run ipa-client-install.

Expected results:

Show the help page.

Additional information:
Tested on IPA as in RHEL 6.4.
