#3560 [RFE] Apply LDAP updates one file at a time

An extension to https://fedorahosted.org/freeipa/ticket/3377

The update files are organized into files in blocks of 10 by type, and are applied in those blocks of 10. We should investigate the issues of applying the updates in this same order, but one file at a time.

I think that for the majority of the updates this will work fine. I'm not so sure about the schema. It may be we will need to rename some of the update files, or combine them, to obtain the proper order.

Once applied, significant upgrade testing will be needed. This is the kind of change that can produce subtle side-effects.
