#351 Change wording in the 'ipa help user'

- 'ipa help user' talks about locking the account at the top of the page. In v2 the terminology changed and it should be "enable/disable" 
- 'ipa help user' should mention that password management is treated as separate operation from managing user and help about it can be acquired by calling 'ipa help passwd'.

The sentence in question is "Locking a user account prevents..."

We can add the bit about passwords but it is common in *nix to have a separate password management command. It is that way today with useradd/del and passwd.

I agree that it is common for Unix to have a separate password command but we are also targeting other audience here.
