#3396 Service PAC type can't be set to 'NONE' in Web UI

807ccf1 added 'NONE' option for service PAC type. This isn't reflected in Web UI, therefore user can't set PAC type to 'NONE' nor he can view that it's set to NONE.

checkbox for 'NONE' option should be added.
