Configuration of sshd (OpenSSH server) can be disabled in ipa-client-install using the --no-sshd option.

Add an option which can be used to disable configuration of ssh (OpenSSH client).

Also, if both --no-sshd and --no-ssh are specified, do not activate the ssh service in SSSD configuration.
