#2974 Make sure IPA works with chrony

While trying Fedora rawhide Martin came across the issue:

Simo commented:

The main problem is also that Fedora switched to use crony by default so we may have to add code to FreeIPA to disable crony if it is set up first.
Can someone take a few minutes to investigate if there is more to be done on our side ?
