#294 Ensure services come up in the right order on boot

We had a report in freeipa-users that named might not be starting in the right order in /etc/init.d. This would cause problems on reboot.


We should probably create our own init script at this point and just start all our daemons from within it.
This will also allow us to make sure all daemons are started properly or completely shut down all components so that we do not end up in situations where half the services are available and the other half is dead.

At least on startup, in order to check during the lifetime we would need a controlling daemon process that keeps the watch and take appropriate actions if one of the other services dies later on during normal use.
