#2861 Revise and unify fonts used in Web UI

Some parts of Web UI use different font families.

For example dialogs are using style from jquery.ui.css which overrides the one from ipa.css which is used in other parts of Web UI.

Headers are using bad combination of font and its weight which leads to different
fonts used in various browsers (chrome).

We should check Web UI for these insistences and correct them.
