The command ipa help user-del can delete multiple user accounts in one shot. Other ipa user commands should support same behaviour (except ipa user-add, of course).

user-disable Disable a user account. user-enable Enable a user account. user-mod Modify a user. user-show Display information about a user. user-unlock Unlock a user account
Not limited to user, other objects (e.g. dnszone, sudorule) also have -enable and -disable
Yes, user-enable, user-disable, user-unlock are good candidates. Otherwise I would not go too wild with enabling this batch mode for too many commands and only add it its when really useful (like with user-unlock).
