#2679 [RFE] WebUI load speed up - cache static content

Web UI consists mostly of static content:
- 3 html pages
- 40 JavaScript files
- 53 images
- 2 fonts

all these files can be cached in browser. Caching them would represent significant speed-up in Web UI load. To ensure proper functionality between IPA server updates, reload of the cached files have to be ensured when IPA server is updated.

Closing, was implemented in b4fc6f4 - #3798. Implementation is described in commit message.
