We currently have users and user groups at the same level and peers on the navigation. There is an association between these two entity types that we should take advantage of. We can think of the groups as the way of organizing entities. For example, the search page for users could be thought of as the same thing as the membership of the default group. This idea is based on a design discussion with the UXD team.
