The compat plugin just adds overhead to migration. We should check to see if it is enabled when a migration is done and warn that it should be disabled (ideally with an interactive "Do you want to continue?")

(In #2224) A number of memory leaks in slapi-nis were addressed which mitigates most (if not all) of the problem.
We are recommending that the compat plugin be disabled during imports as it just adds unnecessary overhead.
The migration plugin is being modified to require an override to have the plugin enabled during migration (2274).
