#1692 Unnecessary category modification when adding entries into HBAC/sudo rule

When adding entries into a category in a HBAC/sudo rule, the table widget (IPA.rule_association_table_widget) tries to modify the category from 'all' to 'specific' to allow adding entries into the category. This was previously needed but it is no longer necessary because the admin is now required to change and save the category first before adding any entry into the category.

This modification actually generates an error 'no modifications to be performed' but it was not reported until recently due bug #1597.
