Ticket 1621 set the minimum length of these passwords to 8 when provided on the CLI (was already enforced when reading it interactively).
Additional password policy could be applied to these passwords as well. This may involve prompting for policy, using the pre-configured default policy or some other way.

Closing as wontfix. We have to give the installer some level of responsibility for choosing good passwords. Trying to impose this at install time would expand the set of options considerably in order to allow overriding at install time and add little value.
