#16 decide how the "users" screen is going to look

There is no special mockup for the "users" screen. We need to decide what is going to be displayed by default when no search criteria have been specified. Display the list of all users? Tell users to use the search function? This is actually a general problem related to other than the "users" screen as well.

Yes this will be one of the things that UXD should help us with.
