#1439 Dirty dialog problems in HBAC/Sudo rule

There are some problems with the Dirty dialog in HBAC/Sudo rule.

First, the Dirty dialog doesn't close after update. Steps to reproduce:
1. Create a new HBAC/Sudo rule or open an existing one.
2. Under the Who category make sure it's set to Anyone. Otherwise click Anyone, then click the Update.
3. Under the Who category click Specified User and Groups, don't click Update.
4. Click the Add button in the User/User Groups table below it, the Dirty dialog will appear.
5. Click Update, the Undo button will disappear, but the dialog stays there. It should have closed and the Add dialog should appear.

Second, the Add dialog should not appear after reset. Follow steps #1-#4 above, but in step #5 click Reset instead of Update, the dialog disappears, but then it displays the Add dialog. The Add dialog should not appear because the category is reset to Anyone.
