To reproduce:

from a clean checkout:

make distclean
...
make[1]: Entering directory `/home/ayoung/devel/freeipa/daemons'
make[1]: *** No rule to make target `distclean'.  Stop.
make[1]: Leaving directory `/home/ayoung/devel/freeipa/daemons'

I can't reproduce this.

The tree can be quite finicky about starting a clean and failing and then being able to recover from it, particularly if you pull updates that contain changes that require reconfiguration.
