#1154 [RFE] Allow to turn off the the automatic creation of the UPGs

In some deployments migrating to IPA the automatic creation of the UPGs is not desirable due to mismatch of the UID/GID for users and groups. In such cases the UPG feature gets in the way of the smooth migration and causes problems. There should be a way to turn it off.

This was implemented some time ago, use ipa-managed-entries to do that.
