#1131 Automatic creation of private groups sometimes causes problems

Environments that migrate from the NIS setup have a lot of infrastructure around existing UIDs and GIDs.
Changing them globally might be too costly. So the best approach is to create users and groups in IPA exactly the way they were before. But the private groups are getting in the way consuming the GIDs used by other groups. To avoid this situation a new switch like -noprivategroup (or similar) should be added to the the ipa add-user command.


Please also consider adding a global option to disable this behavior so it cannot be forgotten. This is especially useful if delegating user creation to non-admins (e.g. allow research staff to create accounts for their students).
