#1055 ipa init script should return 6 when service not configured

Apparently we do not return the proper LSB error codes when we have errors in the ipa init script.
On failure we should never return 0.
We may want to modify ipactl to return LSB status and simply return ipactl errors from the init script.

I think this is a valid request, I may work on this. ipactl indeed is not in an ideal shape.
