[FlagCIPR] Support messages with version <= 1.x
    
    FlagCIPR toddler currently silently drops messages with version greater
    than 0.2. However, the specification now defines 1.x messages [1].
    Luckily, the new version seems to be backward compatible with the older
    0.2 standard.
