[frontend] fix Results chroot list for unknown package name
    
    If we don't know package name (the SRPM is not yet available on
    backend) we have empty 'Build.chroots' array.  Thus don't show
    empty table till we know the package to not confuse user, and
    rather print 'RPM builds: waiting for SRPM' message.
