Ticket 49279 - remove dsktune
    
    Bug Description:  dsktune is a difficult to maintain and now
    defunct part of our suite. Due to our shipping proper tuned
    system defaults, we no longer require this. Most of it's functions
    are related to solaris patching from the 90's
    
    Fix Description:  rm idsktune.c
