plugins: Suggest priority 300 for modules created by audit2allow
    
    There are setoubleshoot plugins which suggest users to create modules.
    Such modules were installed with default priority (400) and were mixed
    with users modules. This is changed and plugins advice to set priority
    300.
    
    With this change admin can find all modules suggested by setroubleshoot
    just checking priority of the module.
