Revert run_pk12util part of 807a5cbe7cc52690336c5095ec6aeeb0a4e8483c
    
    Only certutil creates files in the local directory. Changing the
    directory for pk12util breaks ipa-server-certinstall if the
    PKCS#12 file is not passed in as an absolute path.
