frontend: fix createrepo scope for chroot enable
    
    First, we don't want to run createrepo in all chroots when some new
    chroot is added.  That may be enormous waste of resources for large
    projects.
    
    Second, for pull-request CoprDirs, we want to run the createrepo even
    for re-enabled CoprChroots.
