Add missing Pagure services to Vagrant
    
    While investigating https://pagure.io/pagure/pull-request/1435 I
    realized the Vagrant environment was not starting the SSE server. This
    tweaks some configurations and adds several new service files to get
    everything running in the Vagrant environment.
