remove passwd (replaced by shadow-utils)
    
    shadow-utils seems to be replacing passwd:

    https://fedoraproject.org/wiki/Changes/LibuserDeprecation
    so we should not list passwd here any longer. This group already
    has shadow-utils in it, so no addition is needed.
