Modernize R spec template.
    
    This matches what is produced by R2spec more closely, namely:
    * Update URL to current CRAN guidelines.
    * Add %{rlibdir} macro.
    
    Also, removed the duplicated arch/noarch templates; there are only two
    differences between them.
