Remove CheckSpecDescTranslation
    
    The check comes from related Review Guidelines entry
    saying the the translations should be included,
    but that entry is not supported by the Packaging Guidelines
    which only say that such translations can be included.
    Since the Packaging Guidelines do not express any preference
    for either including or omitting the translation,
    there is nothing for the reviewer to check.
