[vagrant] do not run tests while building the package
    When some test fails, Vagrant refuses to boot the machine, which
    leads to not being able to run tests manually and fixing them, and
    therefore it leads to temporarily modifying Vagrantfile to
    not run the tests while building the package. I am ending this insanity.
