Add anaconda-install-env-deps to critical-path-anaconda
    
    Per https://bodhi.fedoraproject.org/updates/FEDORA-2024-1ca315e248
    we should really be gating on the deps of this, as they are part
    of the installer environment (that's literally the point of the
    package).
