publish final url with two-week-atomic release script.
    
    We used to publish the kojipkgs url we got from autocloud, but the
    release script is the first piece of the pipeline to actually know the
    final URL.. so it should publish that instead.
    
    Note that I omitted the https://dl.fedoraproject.org |
    https://download.fedoraproject.org prefix.  This just punts on the
    question of who is going to use these messages (we want end users to use
    download.fp.o, but we want our website build scripts to use dl.fp.o).
    To further complicate things -- at the time of message publication, the
    image is really only available at dl.fp.o, since nothing has been
    mirrored yet.  But, like mentioned above, we want users to use
    download.fp.o.  Whatever.. we just won't specify which to use here.
