Subject: Revert "openqa-a64-worker04: cut worker count a little"


This reverts commit 2d85494c97b2a5a7d9c34121a6e7c3b4157337e4.
It didn't help. I think the problem is actually switching to
ffmpeg for video encoding, oddly enough.
