Log the submit helper's environment when debugging
    
    When we're debugging at level 2 or higher, log environment variables
    that we're setting when we run a submit helper, to help people
    troubleshoot in-development helpers more easily.  Along similar lines,
    add a debug message that reminds them that stdin and stderr aren't
    available.
