Leave disciplinary action to Code of Conduct
    
    This addresses @till's feedback that this policy did document
    disciplinary action. But does it make sense for this document to dictate
    disciplinary action? No, I do not think so. We should leave it to the
    scope of the Fedora Code of Conduct to determine what possible outcomes
    may happen if someone publishes inappropriate Creative Works on a
    Community Publishing Platform.
