fedora-atomic: force a new commit even if no changes
    
    This will force a new commit in the repo (with a new
    commit version that matches the compose run version)
    even if there is no content that changed since the
    last run. We want this for now because we want to make
    sure the ostree version matches the version in the media
    name.
