Revert "fedora-atomic: force a new commit even if no changes"
    
    This reverts commit a31dbd8a657a7151273ddbbbc552dcac297f08a9.
    
    This new feature [1] is supposedly in pungi-4.1.22 and pungi-4.1.23
    but we get an error when running with it so we'll remove it for
    now and open a bug.
