release-monitoring: Rise the deletetion threshold
    
    This will prevent deletion of the projects till
    https://github.com/fedora-infra/anitya/issues/929 is fixed.
    
    The current threshold will take approximatelly 10 years to reach for
    project that is constantly failing when retrieving new version.
