[frontend][docker] don't hardcore copr-fe-dev URL
    
    I am adding `ENV` config variable in order to have a reliable
    way to recognize on which type of instance the code is running.
    We can distinguish "production" and "devel" instances as well
    as "local" docker containers, or "test" environments.
