[frontend] refactor commands for notifying and deleting outdated chroots
    
    Any change of functionality here, just refactoring. I wanted to avoid
    repetetive questioning whether the command is runned with dry run mode
    or not. Now, after b16d19ab, it is finally possible to write it
    as I wanted in the first place.
