frontend: fill build.submitted_by for pagure events
    
    Pagure uses the message.agent field to identify FAS user;  but
    since we are not sure what pagure we talk to and since not every
    FAS user submitting build through webhook has to exist in copr
    database -- use whole '<pagure-host>/user/<userid>' url as
    submitted_by.
