Add a note about helpers.txt to submit.txt
    
    The newer helpers.txt file is probably what people are looking for when
    they're looking for information on how to write a helper, but since
    before that we only had submit.txt, the location of which is now
    enshrined in other docs, add a quick note to it to help people find the
    other one.
